The short answer

1,179 LLM development companies are listed. 61% publish a minimum project budget; the median floor is $10k. Most work starts in the $3–10k range. Median published rate is $25/hr across 69 companies.

How this table is built
  • Figures are minimum project budgets companies publish on their own profiles — the floor below which they decline work, not the price of a finished project.
  • USD only. Companies quote in six currencies and averaging across them produces a number nobody charges.
  • Budgets outside $300–$2,000,000 and rates outside $5–$500/hr are dropped as data-entry errors.
  • A country needs 5 listed companies for a row, and 5 published rates before a median rate is shown.

What will your budget reach?

This says who will engage, not what your scope should cost. A budget that reaches most of the market still buys very different things depending on what you are building.

Who is focused, and who has proved it

Horizontal: how concentrated a company is on LLM development. Vertical: how much checkable evidence stands behind it. 60 of 1179 companies are plotted — the rest have fewer than 2 evidence signals, so placing them would be guesswork.

How a company is placed
  • Focus is the inverse of how many categories a company claims, blended with the share of its portfolio tagged with this one. A firm listing three technologies is concentrated; a firm listing forty also appears here.
  • Proven delivery adds published reviews (to 20), portfolio projects (to 25), Ahrefs Domain Rating (to 60) and years listed (to 10). Each is capped so no single signal carries a company to the top.
  • Positions are relative to the other companies on this page: the median company sits at the centre of each axis, so a quadrant boundary means "ahead of half the companies listed here". Raw scores are in each bubble's tooltip.
  • Deliberately excluded: the star rating, which sits in too narrow a band to separate anyone; the editorial rank, which is a hand-assigned sort weight; and paid verification, which does not move anything on this chart.
Leaders:
Concentrated on this work and with the record to show for it.
Specialists:
This is most of what they do, but the public evidence is still thin.
Established generalists:
A substantial track record, spread across many categories.
Emerging:
Building both focus and evidence.

What an LLM engagement covers

Most LLM work is retrieval, evaluation and serving rather than training. A typical engagement takes a corpus you already own, makes it searchable, wires a model over it, and then spends most of its time proving the answers are good enough to rely on.

  • Retrieval (RAG). Chunking, embeddings, hybrid search, re-ranking and citation — the difference between a demo and a system people trust.
  • Fine-tuning and adapters. LoRA and full fine-tunes for tone, format and narrow tasks, plus distillation to cut cost and latency once behaviour is stable.
  • Evaluation. Golden sets, LLM-as-judge scoring, regression suites in CI and human review loops.
  • Serving. Self-hosted inference with vLLM or TensorRT, model routing, caching, quantisation and autoscaling.
  • Safety. Prompt-injection defences, PII redaction, output filtering and audit logging.

What to ask an LLM vendor

  • How do you measure answer quality, and can I see the evaluation set?
  • What is the cost per thousand queries at my volume, and what brings it down?
  • How do you defend against prompt injection when the model reads untrusted documents?
  • Can this run entirely inside my cloud account or on-premise, and what does that cost in quality?
  • What happens when the provider deprecates the model version we launched on?

Frequently Asked Questions

RAG or fine-tuning?
RAG for knowledge — it updates the moment your documents change and gives citations. Fine-tuning for behaviour — consistent format, tone, or a narrow classification task at volume. Many production systems use retrieval for facts and a small fine-tuned model for structure.
What does an LLM project cost?
A retrieval assistant over an existing corpus typically runs $25,000–$90,000. Add fine-tuning, self-hosted serving and a full evaluation pipeline and it is usually $100,000–$300,000, plus inference costs that scale with usage.
Should we self-host an open-weights model?
Self-hosting is worth it when data residency requires it, when volume is high enough that per-token API pricing dominates, or when you need to control the model version. Below roughly a few million tokens a day, commercial APIs are usually cheaper all-in once engineering time is counted.
How do you keep an LLM from leaking sensitive data?
Enforce permissions at retrieval time so the model can only see documents the user is entitled to, redact PII before it reaches the provider, use API tiers that exclude your data from training, and log every request and response for audit.
